Any one of those is manageable. Together they produce the situation most logistics operators actually recognise: a learning platform that works acceptably for head office and planners, and reaches almost none of the people whose competence determines whether a shipment arrives intact, a warehouse stays safe, or a customer gets their delivery.
And the sector cannot recruit around it. If the gap is large, your platform is not underperforming — it is not reaching most of the workforce at all, and no amount of better content will change that. The default assumption — that an HR system feed creates accounts on joining and disables them on exit — simply does not apply. There are four workable alternatives, and they are not equally good at scale.

If you run a workforce-management, contractor-management or gate-access system that already tracks who is on site, integrating with it is the strongest option available, because attendance data is maintained for reasons that do not depend on anyone remembering the LMS.
Nothing visibly breaks when offboarding fails — accounts simply accumulate. In a workforce turning over two to three times faster than desk roles, across dozens of sites, that means thousands of live logins belonging to people who left months ago. It is a security exposure, it corrupts every completion metric you report, and it is invisible on every dashboard until somebody deliberately audits it.
The reporting consequence deserves its own emphasis, because it is the one that misleads management. If leavers are never deactivated, your completion rate is calculated against a denominator stuffed with people who no longer work there. The number goes down, someone concludes engagement is falling, and a content project gets commissioned to fix a data problem.

The five marked critical all answer the same question: can this platform reach and account for a person who is not in your HR system, does not sit at a desk, and may not read English? Run the demo on a real phone, on real network conditions. Not the vendor's laptop, not office wifi. Ask them to hand you a device, or open the learner view on your own mid-range handset with the connection throttled. The supervisor is the highest-leverage investment in the whole programme. They decide whether induction actually happens before someone starts, they coach role capability day to day, and under a delegated-administration model they are the ones enrolling and deactivating workers. A platform that makes the supervisor's job awkward will fail regardless of how good the learner experience is — so put a real supervisor in front of the admin interface during evaluation, not just an L&D reviewer.

Most learning platforms report completion rate, and in a stable desk-based workforce that is a reasonable proxy for whether the programme is working. In a workforce turning over two to three times faster than desk roles, it is close to useless as a management number — and there is a better one.
Time to safe productivity is the elapsed time from a new worker arriving to being both safe to work unsupervised and productive at the standard rate. It matters because in a high-churn operation you do not pay the onboarding cost once. You pay it again every time someone leaves and is replaced, which in this sector is continuously.
You need three timestamps, and most operators can get all three: the date the worker first appeared on site or in the workforce system, the date the induction gate was cleared, and the date they hit the productivity standard for their role — pick rate, delivery count, error threshold, whatever operations already measures. The gap between the first and the second is what the platform directly controls. The gap between the second and the third is shared with supervision and content quality.

Be honest about attribution. Time to safe productivity is genuinely useful and it is not solely a training outcome — supervision quality, staffing levels, site conditions and equipment all move it. Claim the segment you can defend: enrolment-to-induction is directly attributable to the platform and process. Improvements in the final segment are shared credit, and presenting them as pure training ROI is the kind of claim a sceptical operations director will take apart in one question.

Three India-specific realities shape whether any of the above actually works on the ground, and the first is not a preference or an accessibility nicety. In safety-critical training it is a risk control.
A national logistics network spans many linguistic regions while head office typically produces content in one language. Research on frontline workers finds roughly 83% report missing important information because it is not communicated in a way they can access.
For a marketing course, that is lost engagement. For a materials-handling or hazard-awareness induction, it is something else: a worker completes the module, the system records a completion, and the compliance record looks identical whether or not they understood a word of it. You end up with documentation of training that did not transfer — which is a worse position than knowing the gap exists, because nothing on the dashboard flags it.
Learners use their own mid-range Android handsets on site networks that drop. Only around a quarter of frontline workers say they have the digital tools they need for their work.

Night and rotating shifts mean there is no organisation-wide moment when training can be scheduled. Everything has to be available on demand and resumable after interruption.
The National Logistics Policy and PM Gati Shakti have put sector skilling on the national agenda, and formal skilling schemes exist. Worth checking what your workforce may already qualify for.
Contract and off-roll workers still have personal data, and the Digital Personal Data Protection Act does not stop applying because someone is on a contractor's payroll. In some respects the position is harder than for employees: your relationship may be with the manpower agency rather than the individual, the worker may have had no meaningful notice, and the retention question after they leave is rarely thought through in advance.
The worker needs a clear notice of what is collected and why, at the point they register — not a clause in a contract between you and the manpower agency that they never saw.
Decide deliberately whether the contractor sees an individual's scores. This is a design decision with real consequences for the worker, not a default to inherit.
You may need induction evidence retained for liability reasons while having no basis to keep everything else. Decide the split before the first cohort, not after the first audit.

The gap between inducted and productive is closed on the floor, by a supervisor who has time to coach. If your sites are running so lean that supervisors cannot spend time with new joiners, better content will not compensate. That is a staffing decision, and it will cap the return on any platform you buy.
A finished safety module records that someone clicked through it. Whether they can actually operate the equipment safely is established on the floor, through observation and sign-off. Any platform that lets you believe a completion record equals competence is doing you harm in a safety-critical environment.
If turnover is driven by pay, conditions, shift patterns or how people are treated, better onboarding shortens the ramp for each replacement without reducing the number of replacements. Worth being clear-eyed about which problem you are actually solving, because the business case looks very different.
The skilling, churn, contract-share and information-access numbers are widely cited industry estimates that vary by source and methodology. They are used to describe the shape of the problem, not to size your specific business.
